PARIS, FRANCE: The French Ministry for Ecology, Energy, Sustainable Development and Sea published new funding terms on January 13, 2010 for electricity generated from biomass, for solar and for geothermal electricity.
The tariff for ground mounted PV installations with a rated power of up to 250 kW was set at a level of €0.314/kWh.
Ground-mounted systems above 250 kW will be remunerated with feed-in rates that depend on the insolation level at the location, ranging from €0.314/kWh in the sunniest areas of metropolitan France to €0.377/kWh in the least sunny areas. This gradation has been implemented in order to balance out the distribution of large ground-mounted PV plants over the country.
PV systems in the built environment have been grouped into new categories. Fully building integrated installations are to receive a feed-in tariff of €0.58/kWh for residential or educational buildings or buildings in the health sector, and €0.50/kWh for installations on or at commercial or agricultural buildings.
However, these BIPV categories are to be subjected to more narrow criteria than previous regulations; they now favor the most architecturally and esthetically accomplished solutions. Installations in this BIPV category are only to be funded in already existing buildings, with some exceptions in the residential segment.
A new category has been implemented for "simplified integrated" systems, which basically applies to rooftop systems. Remuneration for these systems will be €0.42/kWh. This tariff favors installations on office, commercial, industrial or agricultural buildings.
The tariffs are to remain unchanged until 2012. From then on, reduction is to be applied according to an index in order to adjust the rates to price development.
In addition, administrative hurdles for the installation of PV systems are to be reduced.
