BELGIUM: On March 5, 2013, the European Commission issued the Regulation ordering EU Member State customs authorities to register all imports of wafers, cells and modules that have Chinese origin or were consigned from China. The Regulation is available for download below.
All interested parties now have until March 25, 2013 to:
(i) submit written arguments to the European Commission and explain why the legal requirements for registration and ultimately the imposition of duties with retroactive effect are not met ; and
(ii) if they so wish, request the European Commission to be heard so that they can elaborate on their written comments.
The Alliance for Affordable Solar Energy (AFASE) will provide the European Commission with facts and arguments against registration and any retroactive imposition of duties and request to be heard.
AFASE encourages all parties along the PV Value Chain who are the first to suffer from this EU action to do the same.
Indeed, the facts support neither registration nor the retroactive imposition if only because exports of solar products from China have decreased.
